Because just beneath the bright exterior is a seedy underbelly of sin where sexual favors are traded like shares on the stock exchange--and everyone has their price. It's a town that caters to the kinky whims of the biggest movie star or the sleaziest conventioneer---as long as they have the bucks to pay.
